Application deadline is July 1, 2026.
The project can start from January 2027 onwards.

Procope is a program for project-based personnel exchange (on the German side) and a Partenariat Hubert Curien (PHC, on the French side). The projects run for two years - during this time, short-term exchanges between France and Germany take place repeatedly.

Researchers at universities or research institutions are eligible to participate. Companies may also take part, provided they collaborate with an academic partner.

Benefits

Funding is granted on an annual basis, for two consecutive years. It must be used between January 1st and December 31st of the year in question and cannot be carried over to the following year.

It covers only the costs of travel between the two countries for researchers participating in the program. Any other funding necessary for the implementation of joint projects must be secured from the partner laboratories' own resources or from other sources.

The  renewal  of funding for a second year is subject to:

  • Optimal use of the funding granted for the first year;
  • The submission in November 2026 of a  progress report mentioning the scientific results obtained (one page in free format), and the mobilities carried out or planned before the end of the current year;
  • The preparation of a  financial report on actions carried out or planned before the end of the calendar year.

Requirements

  • The call for applications is open to tenured researchers in research laboratories affiliated with higher education institutions or research organizations. Companies may participate in the project, provided they are partnered with an academic institution.
  • Projects that have already received support under this program are not eligible for re-application immediately upon completion. A two-year waiting period is required between the end of a project and the submission of a new application. New collaborations will be given priority in all cases.
  • Only applications jointly submitted by partner researchers to the program authorities in their respective countries will be considered . French researchers must confirm this with their partners.

Selection Process

  • The scientific quality of the project;
  • The scientific quality and skills of the French and German teams;
  • The benefits of cooperation and the complementarity of the French and German teams
  • Active participation and mobility of young researchers;
  • The prospects for structuring or enhancing the project, particularly its potential for securing larger funding programs (ANR/DFG, European programs), are explored. Researchers thus have the opportunity to apply to another PHC program on the same research topic. The list of European countries with which France has bilateral PHC-type programs is available at the following address:  http://www.campusfrance.org/fr/phc-europe

Particular attention will be paid to the active involvement of young researchers in projects, especially doctoral and postdoctoral students.

The same will apply to network projects with a European focus, which are integrated into the political priorities of the European Union as expressed in the Horizon Europe framework programme.

Finally, a dissemination and valorization strategy envisaged throughout – or even beyond – the duration of the projects, would be greatly appreciated.
